Convening Stakeholders to End the Cycle of Homelessness

NorCal Continuum of Care (CoC) is a consortium of individuals and organizations with the common purpose of planning a housing and services system for people who are homeless. The CoC serves as a convening entity tasked with the critical mission of ending homelessness in the City of Redding and in the counties of Shasta, Lassen, Plumas, Sierra, Siskiyou, Del Norte and Modoc Counties. The CoC is responsible for managing Housing and Urban Development funds for homelessness, and are uniquely positioned to identify system needs and take steps to address them with the collaboration and partnership of community stakeholders.

Our regional planning body coordinates housing and services funding for homeless individuals and families. A CoC is a “community plan to organize and deliver housing and supportive services to meet the specific needs of people who are homeless as they move to stable housing and self-sufficiency.”

Homeless Management Information System

HMIS is a technology system used to collect client-level data and data on the provision of housing and services to homeless individuals and families at risk of homelessness.

Coordinated Entry Process

The goals for coordinated entry processes are that assistance be allocated as effectively as possible and that it be easily accessible no matter where, or how, people present.

Continuum of Care Competition

A comprehensive collaborative application process that consolidates community-wide information into a single application to HUD for homelessness assistance funding.

Point in Time & Housing Inventory Counts

A count of sheltered and unsheltered homeless persons and housing available to them on a single night during the last ten days of January each year.

Improving Health Outcomes through Dedication and Commitment

Our coalition is comprised of representatives of organizations from nonprofit homeless providers, government stakeholders, public housing agencies, healthcare providers, law enforcement, educational institutions, and formerly homeless and homeless persons. Our planning, coordination and advocacy alliance develops recommendations for programs and services to fill the need across a seven-county region.

The Woodlands

The Woodlands Project brings much needed affordable housing to Redding

What once was a haven for transient camps and refuse is now The Woodlands, a gleaming 55-unit affordable housing complex in the Parkview Neighborhood. Redding and Shasta County officials, along with affordable housing developer Palm Communities and Northern Valley Catholic Social Service, partnered together to bring affordable family housing to Redding. At a project cost of approximately $17.2 million, many funding sources were used to make The Woodlands a reality. Key funding came in the form of low-income housing tax credits. The County contributed $1.8 million in Mental Health Services Act funds, allowing 19 units to be reserved for tenants with mental health issues. The City leased the 4.65-acre site to Palm for 60 years at one dollar per year. It also loaned $1.75 million in affordable housing funds.

The result is a very-much-needed addition to the City’s affordable housing stock, but getting there was a long and sometimes difficult process. It involved excellent working partnerships between the City, County of Shasta and Northern Valley Catholic Social Service (NVCSS), as well as Palm. Built on 9 acres at Ellis and Polk Streets, the one, two and three-bedroom units provides much needed housing to working families and to persons with special needs. The complex boasts a swimming pool, community room, computer stations and playground. It is gated and the grounds are nicely landscaped.

The complex was constructed to be a place where people can grow, learn to take of themselves and become self-sufficient. There are multiple opportunities for people to build their skills as parents, spouses and employees. Northern Valley Catholic Social Service offers homework assistance, health and wellness classes, emotional support services and interpersonal skills building. Onsite support and case management is being provided by Shasta County Health and Human Services.

Continuum of Care Funding Competition

On July 14, 2017, HUD announced the publication of the FY 2017 Continuum of Care (CoC) Program Competition Notice of Funding Availability (NOFA), making available approximately $2 billion in FY 2017 for the CoC Program. The CoC Program is a HUD administered program designed to promote a community-wide commitment to the goals of ending homelessness and provides funding for efforts by nonprofit providers, States, and local governments to quickly re-house individuals and families experiencing homelessness.
